POVERTY AMONG WEAVERS AND FISHERPEOPLE
IN THE PHILIPPINES

Poverty among Weavers and fisherpeople in the Philippines, despite recent strong GDP growth, has persistent rural poverty particularly in the southern islands. USAiD through FHI 360, a strong development agency, commissioned Dr. Owen Lippert to examine the income impact of its program in the central Visayas, Cebu and Bohol, with rural weavers and fisherpeople. He conducted extensive focus group sessions and an analysis of local government records, with the assistance of a team from the University of San Carlos, Cebu. The evaluation showed the positive impact of USAID programming and made concrete recommendations for follow up measures.
